The exact requirement only becomes clear through the relevant product-specific measure and its transition period.

A passport interface can be built quickly; a defensible product record cannot. Starting with evidence ownership gives both sides time to resolve missing identifiers, disconnected supplier files and unsupported sustainability claims before a product-specific obligation or buyer request reaches the transaction.
